He also served for a number of years on Knowsley Town Council. Councillor Whiley sat on a variety of council committees, including Licensing and Human Resources Appeals.
He was also a member of working groups looking at key issues affecting the borough, including volunteering and a review of secondary education and the transition of young people into employment.
The Leader of Knowsley Council, Councillor Ron Round, said: “It is so sad that Bob has passed away and our thoughts and heartfelt condolences are with his family. “Bob made a great contribution to the borough in his role as both Borough and Town Councillor.
He played a really important role representing his community and as a valued member of some key working groups.
“He will be sadly missed by all of us, both as an excellent councillor and as a friend to many.”
Councillor Whiley is survived by his wife Linda and their children.
The funeral will take place at 1.30pm on Thursday 21 February at Anfield Crematorium.
